In the state of California you are going to definitely need a business license. If the business is located in Los Angeles, you will most definitely need a business license. If this is a home based business, the same applies. If she's going to be hiring employees you will have to file for federal and state tax licenses. If your business name is going to be other than your own, you'll need a DBA. All the information on these filings are available to you online, but check this out.
